Water is much better at conducting heat than air. This means it can quickly transfer heat away from your body. When you’re in cold water, it rapidly pulls heat from you, making you feel much colder than if you were in air of the same temperature. This is because water heats more slowly than air.
Additionally, water being dense, forms a current that displaces water that has already been heated by body heat, with colder water. Neoprene suits keep swimmers warm, since it holds the water in place.
In case a person falls in cold water, one should try to rewarm the person. Rapid lose of body heat can cause hypothermia and cold shock, which can be fatal. Wrap blankets around the person, rub their hands and feet, and most importantly, call emergency services.
